- Disable automatic licensing

- Create a new user without a Google Workspace license
- Grant administrator privileges

Step-by-Step Instructions
1. Turn Off Automatic Licensing
- Access the Google Admin console
- Navigate to Billing > Subscriptions > License Settings > Manage licensing settings
- Uncheck the auto-assign setting for licenses
- Save your changes
2. Create New User Account
- Sign in with your super administrator credentials
- Go to Directory > Users
- Create a new user without assigning a Google Workspace license
3. Grant Super Admin Privileges
- Locate the newly created user and click their name
- Select “Admin roles and privileges”
- Find the Super Admin role
